In April 2015 Hrvatska elektroprivreda d.d. (HEP d.d.) signed contracts for the construction of two biomass combined heat and power plants (CHP) in the towns of Osijek und Sisak.


Residual forest wood and green waste are being used to generate energy. The CHP plants will each produce heat and power with a nominal output of 3 MWe (electrical energy) and 10 MWt (thermal energy). The projects BE-TO Osijek and BE-TO Sisak will be the first lants using wood biomass in HEP’s production portfolio. The plants will also be the first power plants of this type in the HEP group, for which will be received a feed- in tariff for use of renewable energy and biomass. The contractor, made up of a consortium of a Croatian and a Dutch firm, began construction work in December 2015. The trial operation is planned for spring 2017.

The total investment amounts to over € 35 m. Both projects are financed by loan funds from the German Development Bank (KfW), for which igr has already provided consulting services for a number of international projects, including projects in Croatia.

igr d.o.o. and igr AG, working as a consortium with regard to the public tendering procedures, agreed the construction supervision services for the construction of the plants with the investor HEP d.d.

The range of services provided included the coordination on the construction sites; construction supervision of the work (civil-, mechanical- and electrical supervision); coordinator for health and safety measures at construction; the application of quality control for the welding work; and consulting services around obtaining operating premits.

igr’s expertise, acquired through similar projects in Germany and Croatia, as well as the specialist experience of all the professionals responsible for the project, will be integrated in implementing this project.
